The blinker relay is mounted in the steering wheel cover, right next to where the turn signal switch is. If the corner is not working, then the bulb is not recieving or returning a voltage.
Here's the general breakdown:
If you don't hear anything and the light remains illuminated/ unlit when the blinker is on, then it's the relay.
If it blinks fast then it's a bulb.
Do your indicator lights work on that corner? (the setting when you turn the lights on one click) If so, I can almost guarantee it's the bulb. Check the connectors in the back of the housing as well. If neither of those work, then start tracing the wire back from the housing.
