Big chunk of JBWeld on timing chain cover and other symptoms

I just bought a dead 03 I35.
Crankshaft turns fine by wrench.
Starter doesn't turn crank.
Found big chunk of JBWeld on top front (toward radiator) of fr. and rear timing belt cover.
I will not have time today to diagnose, so you are welcome to guess what is wrong with engine.
