Best way to clean

Putting a junkyard overflow tank in the car tomorrow, but it's pretty dirty. Any good ways to get it cleaned out? Water and whatnot only worked so well. I'll probably try to find a good scrub brush to clean it with. I'm more worried about what NOT to put in it.
