It's actually really easy, I did it to mine with just a Dremel tool. All you have to do is remove the hood, then remove the hood hinges then open them up and you'll see two metal humps hitting each other preventing the hinges from opening more, just cut those off until they can rotate.

And yes, game over indeed.

is there a trick to getting the hinges apart? cant seem to figure it out

No, you don't take them APART.

Remove hood.
Remove hinges from hood and car.
Examine hood hinges.
See the two metal things that hit each other when the hinges are open? Cut the one metal hump off on the part that bolts to the hood.

i took the hood off yesterday and couldnt figure it out. so its back on. now im looking and i assume like you said the hinges have to off to see the part you're talking about? i dont know what the part looks like that i have to cut or how small it is, but could you use an angle grinder? i dont have a dremmel

All the s13's are always so beat up, too much money to spend on the car. But maybe I'll get one for autocross and keep my s14 as my daily driver.
