I don't know about other states, but in Virginia you can go online and check availability of a custom plate. I know that KOUKI and ZENKI have not been taken yet at last check.

I have seen tags that are regional that I like. Example: IH8 I-95

My brother has a 300zx Twin Turbo and he has a custom plate that states: ND4ZPD
