what are the best brand of calipers and other measuring tools to purchase for measuring crankshaft journals and bearing clearances?

For measuring bearing clearances, you need micrometers, not calipers.

Starrett, Brown & Sharpe, and Mitutoyo are all quality brands. But be warned -- they're not cheap.
