So i was looking through my engine bay and noticed that my battery tie down seems to be corroding around the edges and where the holes are. There is white powder that is stuck on which i cleaned off and underneath that the metal is rusting. My car is only one year old, is this normal ?

idk what causes the corrosion, I wouldn't be too worried about it though unless it's like REALLY rusty. You are still under warranty and if it bothers you, you could take it to the dealership and they would replace the tie down if it's bad or tell you not to worry about it.

The white powder is dry acid which will eat through paint. You can always use some WD40 around the battery terminals to keep the acid away. As far as the rust goes, you can use a solution that will turn the rust into a primer like coating. I got it at Wallyart where the painting supplies are.
