Battery light in cluster comes on and buzzing sound?

Been going over lots of random electrical stuff and setting things straight. This is an S13 coupe w/ sr. Got everything taken care of and put all the panels back together and now I have a new issue. Sometimes when driving the battery light in cluster will flash off and on intermittently, and when it does this I get some power fade from lights but engine is unaffected. When the light is on I hear a buzzing sound coming from driver side under dash or footwell area. Any ideas where to start looking? I previously fixed an issue with the timer control relay (white box) and jumped a burnt area with a little wire. Does the battery light go through the timer control relay box?
