Base Timing Question

I under how to set base timing...warm up the car, turn off car and unplug TPS, turn on car and set timing to 20 degrees (KA24DE), turn off car, then plug in the TPS.

My question is:

1. When you start the car up right after setting base timing and your TPS is plugged in, should it be at 20 degrees at idle? Also will it matter if your idle is off from factroy spec when setting base timing?

2. The FSM says the timing should be at 20 degrees and the idle should be at 650rpm. Does this mean yor timing should be at 20 degrees at 650rpm with the TPS disconnected or connected or both?

Me an my friend set timing on his s14 tonight. It started out at 10 degrees and was idling at 850rpm. We unplugged the TPS and and set it at 20 degrees. When we plugged the TPS back in and the timing went to 12 degrees and it still idled around 850rpm. We then unplugged the TPS once more and set the idle at 650rpm (FSM Specs). When we plugged the TPS back in, it was idling around 700rpm and was at 20 degrees.

This confuses me, can someone explain?
