Banging my head against a wall

Hi folks can any one help me? My 1991 300zx twin turbo won't rev past
2500rpm and only boosts up to 3 psi, I've replaced all the vacuum pipes with new cleaned all plugs and replaced cracked wiring, I've also added some more earthing points.
