ball bearing turbo

i searched but could not find the exact info i need. any way i have garret t3/to4e turbo 57 trim -.63 ar journal bearing . im thinking of getting a 57 trim - .48 ar ball bearing for quicker spool to 450 hp i was told the ball bearing turbo spools about 500 rpm quicker than a journal bearing. is this true ? second i was wandering about if any body is running this turbo with out coolant lines. do you have to have them? do you run a restrictor in your oil line on these turbos. i'm running 1/8 " restrictor on my journal bearing.
