Baffle Bolts

hows it goin guys... so i got down to assembly time and whoever put this block togeather before must have strippd out the oil baffle bolts and tryd to hide it?! the threads came out with the bolts. tapping them out looks like it could be a royal pain. I no this might sounds like a noob question but im lost right now, but do i need the baffle? any ideas or experiences i should know about? thanks for the HELP!

anybody? theres not even any rubber on the baffle like i think theres supposed to be...was it even doing its job before?
