bad motor question

So I got this motor from and company that a couple of us have used before...after waiting 2 months to get the thing, I took the valve cover off to repaint it only to realize what a mess it is. First off, a couple lobes on the cams a ground down and uneven and the whole head is laden in this tarry gunk. The shop that's doing the swap did a leak down test and they said it's a tight motor, but with this kinda shape that the head is in, I can't trust anything else in the damn thing. Question is: what should I do?

Replace cams, rockers, and shims.

Clean out the oil galleries.

Put in car... have fun.
