bad MAF connection characteristics???

What would happen if a MAFS was not getting enough power. I have a z32 mafs wired up and the power wire is only reading about 11 volts when my ignition is on when my battery at the terminals is over 12. would that cause irradic idle? also i have looked on here and other forums for what the signal volts should be at car off, and wot, ect. If anyone can just let me know the specs or where i can find them would be great.
