There are so many things that regulate the fuel I wouldn't even know where to begin.

Do you mean Fuel Pressure Regulator? if so then look near the #7 injector. I don't think Dennis has ever seen one fail though. They are filled with Japanese (JDM) air when made, a little JDM freebie that comes with the 50K car I suppose.

That is where you test for "Vacuum Pressure" which should be at least 18" HG (Inches of Mercury)

Take a look at pages 6 and 14 from the EC Section of the FSM:

It's under the plenum attached to the fuel rail just past the #7 injector on the driver's side. It maintains fuel pressure to the injectors in the 40'ish psi range and bleeds excess pressure back to the fuel tank.

If this happens in the 90-96 Q it's the mass air flow sensor or a dirty MAF connector causing the problem. Have you cleaned your MAF? Any corrosion on the connector? Is the check engine light on? Have you pulled ECU codes lately?

Ok now I have an Idea where it is...yes I have cleaned the MAF sensor and connector and yes sometimes the check engine light comes on...havn't pulled ECU codes yet though.

Definitely check that code before you start swapping parts. The MAF is certainly the most likely culprit. They will tend to fail internally as well, so don't rule it out just because you cleaned the connector and sensor.
