bad egr problem

Hey I'm having a hard time passing emissions. i'm failing b'c of my egr.at first it was the egr valve. I got one that works and put it on but If I take the egr valve off and start the car it runs fine. so it couldn't be just the egr valve. Is it possible for the egr lines inside the intake manifold to get blocked up?also does anybody have a good vacuum diagram. this is all for a ka24e.

Did you ever pull a vacuum on the line to see if it was opening?
