Bad ecu? Runs horrible HELPPPP

So i check my tps and set it to .45, i checked my cts and its reading the right resistance and the voltage going to the sensor is around 5 volts.I checked my maf sensor and its normal.My car is still running like crap, when i touch the gas pedal the throttle drops and the car starts popping and running rough. At a constant throttle it runs like its on 2 cylinders and it sounds like its about to blow up. I went to check the ecu for self diagnostics and the red led wont turn on when i set it to diagnostics mode.Do i need a new ecu? it seems like its running rich and its acting like the coolant temp sensor is bad but the readings from the sensor are normal.Where should i look next? has any body had a problem like this? all the connections are clean and free of corrosion and oxidation.I have new plugs and new injectors, and the front end of the motor is rebuilt

When my ECU went bad the CEL/LED wouldn't turn off ever but your symptoms could be indicative of the ECU, try to source a known good ECU and go from there.
