It appears that they drove through a concrete levee (there's an opening there for bikes and service vehicles) and on to a bike/pedestrian path.

They seemed to have ignored the bright paint and warning sign that restricts motor vehicles.



Then, upon realizing their mistake a block north of Mullanphy, they tried to turn around and backed down into the river.




I don't know what prompted them to approach the area in the first place. It's a combined industrial/homeless area.
