back up light problem.

yea so my back up lights don't work at all. the only time iv ever seen them is when a cop pulled me over for them being on when i was driving.....forward. wtf? how does that happen. what should i do to fix this problem? the weird thing is that it looks like the plug for the reverse lights on my transmission is not there. help plz.
