That would not be a one stop choice for a swap car... You could use the engine, transmission, brakes (If the 92 has abs - otherwise they would be the same as your brakes already on the car, and pointless), and IF you are really, really good at wiring/harness work you could use the older b13 ecu/harness(I am currently in the process of making that same b13 electronics into a b14 swap on a friends car). Then you still need - the engine mounts, engine mount brackets, and axles from a B14 SE-R. The b13 mounts/axles won't work in the b14. You will also need a B14 SE-R radiator, as the hoses on your ga16 radiator are smaller than on the sr20.
As far as emissions - that depends, some early 95's were not fully obd2 compliant, as they didn't go fully obd2 untill '96. If yours is not full obd2, you would only be required to pass the sniffer test.
