Nismofly: Read the class rules for STS more closely.
You can use ANY spring and strut. ANY wheels less than 7.5" wide. ANY brake pads or rotors (not bigger brakes, that'll push you into STX)...but tire must be 140 treadwear or higher...etc, etc...
DSP is the next jump...and is very similar to STS, except you may find R-compound tires in DSP. In my area, DSP is great for a 240SX, not that many *real* DSP cars, nobody runs race tires. STS is very competitive...so DSP is my choice if I run the S13.
I'd do I/H/E, stiff springs (like RSR Race), KYB AGX shocks, and some good brake pads, like Axxis Ultimates. Then some 16X7.5 or 17X7.5 wheels with 225s on them...many people like Falken Azenis Sport in the 225/45-17 flavor for auto-x.

Spending more money on the car will not make you faster, but practice will.
I now TONS of guys with good auto-x cars that get KILLED every weekend b/c they CANNOT DRIVE. For example: A local guy runs a Mini Cooper S (John Cooper Works Edition even...) with race tires in SM with me when I race the S14 - And I KILL him. Mine is a bigger car, on street tires, etc...his car could do 5-6 seconds better than me on a 60-sec course, but he hasn't learned how to drive it yet. He has all the goodies, and ~$35k wrapped up in his weekend fun car...but he's slow.
