What is speed? and what is a limiter? ...lots of auto-tech terms are self-explanatory from the name itself.. it's not that difficult.

Well, when I ask a seemingly simple question, I ask a broad question. When I asked what a speed limiter was, I wanted to know the pros and cons, and the mechanics of it, and any other things that causes it to help the car become more efficient/inefficient.
