Saying he doesn't live there is just an assumption. Even if he doesn't live there, what if this causes problems for the current residents? Regardless of someone's apparent long history on a forum, you just never really know why they are asking for info and personal information shouldn't be allowed to be displayed like this unless it is your own and you post it willingly. Just my opinion.
Don't bother with forging, I think you need to provide ID either with the application or when you pick up the title.
Eikon is right though, in WI it is the seller's responsibility to provide a valid title. Since the title wasn't in the seller's name and he apparently doesn't have power of attorney from the named person, the purchase isn't a legal transaction. You can try to get your money back.
If for some reason you really want the car:The car is old enough that it can be sold for parts without the title. You can then purchase a really cheap shell that is title-able, "swap" over the parts, sell off the "old shell," and then title the "new repaired" car. If you catch my drift.
