anyone has this TSB ITB 05-040 available

folks - i got this crazy somewhat loud pop coming from the front of the car and i'm thinking it has to do with this TSB ITB05-040 which is related to the brake cable being loose. I tried google but i can't find the TSB. I searched here and someone mentioned about the screw near the steering wheel that needs tighten up. Does anyone has this TSB available that can post here? Or if you know where this infamous screw that i need to tighten, please post a picture. Thank you in advance

Summary of ITB05040:
IF YOU CONFIRM There is a rattle noise from the rear of the vehicle when driving over speed bumps at speeds of 5 to 10 mph AND The noise is eliminated when the parking brake cable tension is increased by partially applying the parking brake. ACTION 1. Adjust the parking brake cable as per Service Procedure of this bulletin. 2. Lubricate the parking brake cable Equalizer. 3. Confirm the rattle noise is no longer present.
