anyone else have this catalytic converter?

So i thought the catalytic converters were before the O2 sensors and i was looking under the pathy today to try to get a new exhaust system going and i find this catalytic converter looking thing. main thing is, does anyone else have it or was it put on? ( i think it had exhaust done before i got the truck). and since it's after the O2 i should be able to cut it off right?
i wanted to run new pipes from right before that catalytic converter looking thing to a new borla muffler, and then straight pipe from the muffler removing the resonator.
