I can do this for you when I get home, but I'll try and explain it to you for now.
First of all, save both images.
*Open photoshop, and open both files.*On the aerial map, create a new layer (make sure your layers window is open), the icon to create a new layer in that window is a box with a * in the top right (if I recall correctly, i'm doing this out of memory)*Click on view at the top, and make sure snap is checked*Click and hold anywhere on the topo map, and drag it down to the aerial map (make sure it completely covers the aerial map, with snap turned on this should be pretty easy)*Now, go to your layers window and you will see a transparancy slider bar. Click and slide that until you get the desired transparancy
hopefully this works for you, i'm going to try it from home and make sure I didn't omit any steps
