any suggestions on headlight bulbs?? please help

hey guys im looking for some brighter white hid headlight bulbs but i dont know if there's any specs or anything to go by to know if' they'll be brighter?? like there's some bulbs on ebay for $30...but how do i know if they are brighter? please help out this newb lol..
