Any ideas on repairing rust and chipping around sunroof

i have an 89 se with some bad flaking rust around the sunroof any ideas on how to repair

if its surface rust sand it down, prime it, then paint. If its deeper make a replacment peice, weld it in, sand welds flat, possibly lay down some bondo, prime, paint
