Any EGR masters in the Sacramento, CA area?

Just moved here from Hawaii and having trouble passing smog, due to what I believe being that my EGR system not working lol. I have a 91 240.

So far i've removed and tested both EGR and S.C.V control solenoids behind the valve cover. Both had corroded connections so I cleaned the metal contacts by scraping the corrosion off and spraying some electric connection cleaner on em. Also replaced the vacuum lines on both sensors.

I was unable to get a correct reading on pin 105 on the ECM. It kept reading 6.5V when it should have been 0V at idle, 12V at around 2k rpm. I tested +12V going to both connectors with key-on/engine off.

Also tested the EGR by pushing up on the diaphragm with my finger and the car bogs out/dies as it should. When removing the upper vacuum line to the EGR there is no vacuum when the engine is rev'd up to 2k rpm or higher. So i'm thinking the BPT valve might be clogged?

I did remove the PAIV system so it is possible I capped the wrong vacuum lines(under the TB) when removing lines that went to the carbon canister. I'll have to double check vacuum diagrams. But would this affect the EGR system?

Any insight would be greatly appreciated, i'm in the Rocklin area if anyone wants to come fix it for me. I'm just about to call it >.> haha.
