initially i only planned to swap some hoses under the plenum and didn't release the fuel pressure by way of fuse pull and cranking. Now I want to do more but my intake is completely off the block. I have the 94 injectors and rails that i want to install. Is there another way to release the pressure in the system? at this point, I'm not concerned with how messy it is. Can I crack some lines open and let drain? or do i have to reinstall the intake for this procedure?

Just pull the hose from the rail and let it spew... if you're planning on replacing fuel lines cut the one feeding the filter so the gas will spll closer to the ground. Either way it's not a big deal as long as everything is ventilated, you're not smoking, the gas doesn't get into the cylinders, and you wipe it off of the paint fairly quickly. Be sure to loosen your gas cap too... that will release some pressure.

You gave your thread a good title and it will come up in future searches so I'll add that in your case you're removing the fuel rail as one piece so removing the gas cap and disconnecting and draining a fuel hose safely will relieve the line pressure. No fuel will leak into the cylinders when the rail is pulled.

If you forget to relieve the pressure and you're not removing the rail but replacing only one injector you've created a different problem. When the first injector is pulled the entire rail drains into that one cylinder and eventually into the engine oil. Before removing that first injector drain what you can using the gas cap/fuel line method above and at the end of the job when everything is put back together crank the engine with the fuel pump fuse removed and power transistors unplugged (so the spark plugs don't fire) to clear the fuel from the cylinder without detonation or hydrolock.
