Looks like the car behind the Civic got it as well. That's gonna be some pricey repairs. At least it looks like the radiator back is fine. That sucks. That just sounds off... Who did the estimates? $14k worth of damage and they aren't totaling it? I plugged in some numbers on Edmund's web site, and the private party value is 17k+ish. 75% of actual value spent on repair costs sounds like totaled to me. I know the economy is in the crapper, but this can be used as leverage.
