When you retard timing per psi boost, you need to have something that is capable of making those adjustments on the fly, like a MSD BTM. When you adjust timing at the distributor (you cant adjust the crank itself, you just read base timing off of it with a timing light), you are only adjusting BASE timing. This means that if you retard say 5 degrees, then everything in the timing map will be retarded 5 degrees- including times when you are not in boost. Still, some people do this as a band-aid for low boost/low cost setups, and it has proven to work fairly well. I would still recommend something like a MSD BTM though, just because you have more control and the timing changes you make will be related only to in boost areas of the map. It depends on your goals though, and ultimately how much money you have to spend.
