Another SR timing question

Car: 1992 Nissan 240sx/ Blacktop SR20det

Today i was at the drift event and i went over to check this guys 240 out with SR. He was timing it and after he shot the timing light at it and got it timed he pinched the hose that runs into the cold pipe? Whats this do?

if its the large hose going to the cold pipe , than its the hose that connects to the AIC valve.
