another silvia headlight question

I've been doing some searches on the s13 frontend conversion and why my headlights are the suck on low-beam. I have the regular lights in it. When i seached for what bulb to use, some one had listed h4 for hi/lo and h1 for the FOGS.....but i don't have fogs. so my question is:

are the outside lights my high-low beams and the inner ones my fogs? kinda like how the projectors are set up?

right now they're wired up with the outers are the lows and the inners are highs. I know it's a dumb question, but i couldn't find an answer in the search.
