another potential first 240sx

Hello everyone,
Im back again with needed opinions on if i should buy a certain 240sx on craigslist. I ran into one before this one but I decided to wait on it, it just wasnt for me. I now have come across a new 240sx on craigslist and so far it doesnt sound bad, just maybe somethings but its really hard finding a dencent 240sx on the market now in day. The 240sx that is for sale is a 1992 240sx se, it has a rebuilt head and block from a 95 as I was told. The new stuff on it has approximately 160,000 miles on it. There isnt much for me to say really since lot of the information is already on craigslist but ill provide the information that is missing. So supposedly he has had the car for around 7 years now, and the last year of having it, it was jusg sitting around. He tells me that the ac doesnt blow cold but im guessing the freon levels are low since its been sitting.
Now comes the part where i need opinions, mostly on the price considering im on a tight budget. He wants $3,700 obo, however since im on a tight budget its very hard for me to come up with that money. What price would be a fair price to give him without being considered a lowballer since i know how sensitive some people may get.
