hi, i of course have the same problem that everyone else seems to have had at one point or another.
rough idle, surges at all rpms(besides around 4000), super rich mixture!!! before it ran mostly smooth but felt under powered, seemed a bit rich and surged the slightest under mild acceleration, now it runs like crap(after i passed some one on my way home)!! i did some diagnosis and heres what ive found
the computer through the codes 23, 24, 31 also through codes 11 and 14 at random times too
the tps is cracked but i readjusted it(it was out of adjustment 2.6 ohms i got it to .1 ohms)
i dont have a/c anymore so 31 is a "no duh"
its a manual so i dont know if code 24 is realivent
and the crank angle circuit has some lovely looking wires at the connector(ill try to fix that later)
also discovered when i unplug the air flow meter the computer doesnt seem to say its unplugged and it idles smooth again! but cant rev above 2000rpms. so i checked the wires like the manual says and the only terminal that seems to have power is the "self clean" one. and the ground has 1.7 ohms of resistance. so i dont even know how it was running so smooth before. so is the problem the air flow meter? or the crank sensor? or tps? or all three? the o2 sensor is good i checked that. oh and also seems to idle really high all the time(1100rpms) until i pull the idle up solenoid..... help would be super appreciated!! if you need any more info let me know.

oh and always was a engine swap from the american dm to the Jdm if thats important in anyway

Seems like you have a fair grasp on what's going on. I'd start with 11, CAS. In these cars it's of course located in the distributor, and if it's flaking out you'll never get the car to run right. If the wire pigtail coming out is bad, swap it, if not the whole distributor, there should be a small screw holding the wire pigtail to the bottom of the distributor so you'll have to pull it out to get at that screw anyhow, be sure to set the engine at tdc and mark the direction of the rotor button.

Code 14, speed sensor shouldn't cause issues but check the harness and connector at the trans as well as where the engine harness meets the trans harness near the bottom of the battery tray.

Code 23, TPS, you've already addressed, on these cars it's an on off switch it only really affects the off idle response.

Code 24,Neutras safety so this ecu came from an auto, ignore.

Code 31, A/C load, this could have something to do with the ficv, worth checking the connectors, maybe even removing the ficv and cleaning it out.

So I fixed it. I finally got around to ordering the air flow meter. And so I took off the old air flow meter and found a pine needle stuck in the front screen at the bottom..... Pulled it out put it back in and sure enough problem solved!!! I love fixes that don't cost money. Yee yee!!
