Another GT25R vs. GT2871R question

I've searched and didnt get enough info. I'm wanting a turbo with more top end, peak power. I know the GT25R needs some minor mods to fit it, but I will be using the .86 turbine housing. I just want to know which turbo hold more max boost and has more power at the same boost level. I also may run the TurboFabs T3 setup and buy a used turbo and wastegate. A SC-61 sounds good to me.

Mainly topend highway runs. I'm thinking that TurboFab t3 setup w/ a used turbo and wastegate would cost the same as either one of these turbos and I would have more options in the future.

I also have no problem pushing the stock block to but not past its limits.
