I have a comic strip idea and I would like to mess with some software to create some static comic strips not video. Nothing too beautiful or involved, something rudimentary like these characters are what I have in mind.

What you kind of animation you looking for? You could try a couple gif makers, I've use it in the past to make couple animated pictures in a gif format. You could try this website if you don't want to download any softwares. http://gickr.com/

If you're artistic, you can get a graphic tablet and just use MS paint, Gimp or PS.

Not going to do videos, just static strips. I was looking at those graphics tablets. They could be very useful as I can draw old-school pretty good.

this article https://www.xp-pen.com/forum-225.html will be able to help you out, but starting with pencil and paper is cheap and can get you pretty far. Medibang and Krita are free programs with animation tools, and also clip studio paint software is better for your need I think.
