My car has bewildered me. When I turn on the headlights, the passenger light stays off. If I turn on the brights, the drivers side goes off, and the passenger side comes on. What the HELL is going on?

Bulbs need replacing. one filament in each bulb is burned out.

Every once in a while, they act normal, then they get a wild hair and act all crazy again.

This could be the bulbs if you hit a bump or rough road the filaments touch and the bulb works. The next time this happens try wiggling the headlamp switch forward and back and up and down with the headlamps on. If the lamps both work after this it is a poor contact in the headlamp switch.
