alternator problem

alternator problem
my voltage on my car was reading 8-9v so today i put in a new alternator and the volts arent reading any higher....so i dont know what it is

While the car was on or off. If off then the Batt is bad.

Is this at the battery or at the altenator?

alternator because i have an afc and it shows the voltage

my SAFC reads out the voltage low as well but the voltmeter on my turbo timer reads out between 11.9-13.7 while the car is running. if you resolve this please post it up.
