Dealers that have a franchise to sell "NEW CARS", don't keep cars more that two or three years old, on their sales lot, for the most part. There are occasional exceptions, but you can rarely find a more than three year old car on a NEW CAR dealers lot.
They are NEW CAR dealership and that is what they have to agree to do when they are awarded a franchise. Manufacturers will even oblige a dealer to move the business location to a NEW or more attractive location with more traffic exposure and/or to get out of a declining area. Of course it's to the dealers advantage to do so. However this shuffle does tend to further accelerate the "going down" look of communities. But that's another story.
Buy from private sellers and steer clear of everyone in the car sales racket.
