All of My Headlights are out. Please HELP!

I searched the thread but couldn't find anything so sorry if this is similar to another question.

Ok, so I have a 2008 3.6 SE V6. Sometime last summer (I think) my driver side headlight went out. So, i discovered what xenon lights were and paid about 100$ for a new one at the auto part store. I'm positive it was a XENON HID bulb i even double checked this morning because i saved the packaging . My fiance put it in and everything was ok in the world; for a few more months until the passenger side light went out. So we replaced that one as well until a few months down the line the driver side light went out, again. This was in august. Frustrated I refused to change it again until i could get it looked at to see what the problem was. One week turns into months and now all of the lights except the passenger side light are out. My fog lights aren't even coming on. If it's not the bulbs then i'm told it will be electrical. I've already been quoted $356 just for one bulb! and $120 per hour to look for electrical problems. Is there a simple way to check to see if it's electrical or the bulbs? I don't even know If my turn signal flashes or not. From all the discussion on the thread it seems that "electrical" consist of a few fuses and the ballast. If it is electrical, is it possible for us to do it ourselves? and where is a good place to buy bulbs?

You should be able to tell if the bulb is burned out just by looking at the filament inside the bulb, if there are any breaks, the bulb is burned out.
Also if you see a black or dark spot on the glass, the bulb is burned out.

You can also use a multimeter to test for voltage coming out of the headlight / fog light connector, just unplug the connector insert the probes of the multimeter into the contacts of the connector and turn on the lights, if no reading on the voltmeter it is most likely a fuse, circuit breaker, or
the headlight / fog light switch in the car.

Your car uses D2R bulbs for the low beams which are not very expensive, you can find them on eBay or Amazon for best price.

The fog lights are halogen H11 bulbs which also are inexpensive.

do i have to take the bumper off to test it. We didn't remove it to change the bulb.

No, no need to remove the bumper cover.

Also wanted to mention it could be a bad relay as well.
