If I found a S13 in a junkyard with a VLSD I could pull the diff and R&R it into my S14 (1998 non abs) case right?

Just making sure.

Yes...but only use the VLSD part...retain your original ring and pinion that are in you '98 diff - This way you don't have to set the backlash, and the shims will be proper size.

You'll also need those S13 VLSD output shafts...

It really would be easier to just swap in the whole diff, though...just change the rear covers.

So can I just stick on my non-vlsd rear cover from my S14 on to a S13 casing?

Yeah it will work if you just swap the rear cover, just be sure to reseal it with some RTV. You'll also need to find output shafts to match the 6-bolt S14 axle flanges. Search to find out which shafts you can use.
