I'm planning to replace my stock spring and shocks with Tokico "blue" and Tanabe nf210. I understand that I need to have an alignment when I lower my car, but is there something else I need to know about alignment? what is this camber thing? Do I need to buy anything else for alignment?

You should have the alignment checked after you do springs/struts.

As for camber, it refers to the angle from vertical that your tires sit. Generally they should sit slightly inward, but after lowering springs they usually sit more inward (negative on the diagram below). Really negatve camber tends to wear the inside of the tires more than the outside.

I just picked up a set of camber bolts and rear shims from Micro Image a couple weeks ago and will do my alignment/fix the camber with those items I bought.

It depends if you need them. My guess is yes, buy them. But others have not adjusted their camber after springs or coilovers and are OK with it. I am just being a nervous nancy and picked up a set just in case.

according to ur picture PL, both tires should be at Negative when its lowered correct?

yes, both negative slightly.

go to an alignment shop and have it measured Cheatermouse.
