Most (not all) aftermarket security systems actually power up in an alarmed state which means that if you disconnect the battery and then reconnect it, the alarm will trigger causing the parking lights to flash and siren to sound. I'm only guessing but it sounds like your siren has been removed or cut and the battery is dead but has enough power to power the security system so the relay clicking is the parking light relay "flashing" and when you turn the key to start the car, every ounce of power is being sucked out of the battery in an attempt to start the car so in effect, power is being removed from the alarm. When you stop trying to start the car, there is enough power to energize the alarm and it wakes up in an alarmed state which makes the relay clicking sound because the brain is flashing the parking lights. Most alarms have two main fuses near the brain. The lower rated fuse (5A) is usually the main power. Remove the fuse and see if the clicking stops. The car still may not start if the battery is dead.
