Akebono kit, heavy dust

Has anybody that has this kit experienced a large amount of brake dust on your front rims? In less then a week after cleaning rims, they are almost black! I'm wandering if it is cheap pads or because I had to cut the dust shields.?
You would think they would ship these kits with ceramic pads. I bought this kit..

The only cutting should of been on the rear dust shields. My wheels look bad usually after rainy weather. I think I have the same pads so idk what would be the cause. Once these get low, project mu pads will be my next set.
