airbag light stays on

my airbag light is on, the guy that owned the car before me had taken it out of the dash so I just put a new one in. I checked the fuse and it was good. I don't know how to get the codes to start flashing. Could somebody help me out on how to get the codes to flash or what the problem might be.

door pin. set the key to "acc" and push the pin 7 or was it 11 times...and it'll go to diagnostic and flash the srs light.

edit: sorry the dome light should flash. I was thinking about other cars lol
