In my 97 Maxima, the ac affect is only at the lowest temp(65 deg) and heating affect is only at highest temp (85 deg) in between the affect is nothing noticiable and it takes long time to cool and heat what could be the problem?

You need to be more descriptive with the problem. Have you done temperature measurement at the center vent and at what ambient temp, with AC at the lowest/coolest setting? Is the blower working at various speed settings? With the AC ON, check to see if the compressor (clutch) is engaging at various temp selections.
