Air Conditioner override?

Have a 2000 I30. I took it in to test out the air conditioning and they told me that the air conditioner will not kick on until a certain temp outside. Is this true and is there a way to override the system so that it will work earlier? Also can you override the low temp? It is currently set at 65 and will not go lower.
