Air conditioner only works on the 2 lower settings

I have a 1999.5 Pathfinder that as I mentioned in the subject line has an air conditioner that only works on the 2 lower settings, do any of you Nissan gurus out there know if this is a common issue or what could be causing it, you input would be invaluable, thanks in advance.

The fan resistor pack may have some resistors dead somehow. It's a relatively inexpensive part (aftermarket), so try replacing it and see if your issue persists. Also change the cabin air filter if equipped.
